A house in Utah County that is only a few years old can still have a gutter system that was never quite right, and it usually is not a defect. It is a budget decision made before you owned the place. Gutters go on near the end and they are an easy line to trim, so the downspout count tends to land at the minimum the layout allows, extensions are short or missing, and sizing follows the plan rather than the roof that actually got built. None of that shows up on a walkthrough with a builder. It shows up the first time it really comes down.
The specific things worth checking are boring and easy to see from the ground. How many downspouts serve each long run. Whether any downspout ends in a plain elbow a few inches from the wall. Whether an upper roof section drains onto a lower one with nothing beneath to receive it. Whether corners and outlets are sealed cleanly or already carrying a stain. You are not looking for damage on a house this young. You are looking for decisions that were made to a price and are now yours to live with.
On a recently built home the ground around the foundation is backfill, and backfill settles for years afterward. That part is normal. What is not normal, and is entirely avoidable, is putting roof water directly into it. A downspout that turns at the bottom and stops a hand's width from the wall delivers everything the roof collects into the loosest, most absorbent soil on the property, right against the part of the house you most want to keep dry. Over time that reads as a low spot beside the wall, and then as water finding its way inside.
The correction is the cheapest thing on this page. Extend the discharge past the disturbed zone and onto ground that falls away, then check after a storm that water is actually leaving rather than pooling at the end of the extension. Getting the few feet next to the house to slope away helps more than any upgrade to the gutter itself. You learn more about a gutter system in five minutes of heavy weather than in an hour of looking at it dry. Put a coat on and walk the perimeter while it is coming down. Look for water going over the front edge anywhere along a run, water running behind the gutter and down the fascia, a corner that drips steadily, and downspouts running well under capacity while the trough above them is clearly full. Note where it happens. A system that is simply undersized fails in the same place every time, which makes it easy to describe later.
Then look at the ground. At each downspout, is water leaving in a direction or standing in place. Is there a spot beside the foundation that stays wet after the rest of the yard has drained.
